A Campus for Learning: Civic San Diego Hilltop RFP (finalists)

In 2015-6, the CGJ coordinated a cross-sector response to a Civic San Diego RFQ/P to develop an 8-acre vacant site in Encanto, adjacent to the EarthLab. We proposed an unprecedented public-private partnership among UCSD, Groundwork San Diego, the San Diego Unified School District and the RED Office (a renowned small-scale housing developer), that integrated housing with education and vocational training, environmental infrastructure and socially-oriented commercial use, prioritizing the social, economic and environmental well-being of the community.  Civic San Diego selected a more conventional proposal (in a process that was less than transparent or inclusive).
